The strongest part of Crowley’s argument is the timeline. Bass removed Crowley on February 21, 2025, about six weeks after the January 7 Palisades Fire.[4] Crowley argues that her removal followed warnings about budget cuts and weak readiness.[1][5] But the public record still does not show internal emails, meeting notes, or witness testimony proving Bass ordered the removal as punishment. That gap matters in any retaliation case.

City Hall’s Defense

The city’s side is simpler and more direct. Officials say Crowley was removed because of how she handled the Palisades Fire, not because she spoke out.[4][10] They also say the lawsuit has no merit.[4] That response is consistent with how governments often defend themselves in public lawsuits: deny intent, point to performance, and leave the rest to lawyers.
